you do get to command a ship though because they have flagships to command but they only command a ship if they have a battle but admiral ross took command of the defiant

You can designate any ship in your fleet as your flagship, but that ship still has a captain, appointed by Starfleet Command, who is responsible for its operation. I don't know about his Admiral Ross you're talking about, but it must have been an unusual situation.
Remember "The Wrath of Khan"? Admiral Kirk happened to be on the Enterprise for an inspection tour, but Spock was her captain. When the crisis arose with the Genesis Project, Kirk had to ask Spock's permission to take over. Legally, he couldn't have done so otherwise.

Captain beyond a shadow of a doubt. There is no place quite like the center seat. I have already held the equivilant of the center seat, having lived aboard my own boats, and there is an exhiliration to command that cannot be described to one who has not experienced it for themselves. Yes, the responsibility is quite real and, at times, all but crushing. But being able to direct that wonderful maching more than makes up for all else!

in ds9 vice admiral ross took command of the defiant Not being familiar with DS9, that doesn't tell me a lot. Was it an unusual situation?

As for Admirals in charge of starships, they tend to be in charge of whole fleets so you wouldn't find an Admiral in charge of a solitary starship outside of unusual circumstances but you would in battles such as Wolf 359. Whether Hanson was in command of the ship or standing back and commanding the overall fleet is unknown as I remember a Hornblower novel where Admiral Hornblower was on the ship but the ship was actually under the command of Captain Bush. It seems likely that Admirals probably wouldn't command starships so they can get a full overview of the situation at hand.

I want to add that that an Admiral would command his or her fleet of ships from a Flagship which is usually the largest and most powerfull in the fleet. Admirals also command Star Bases.

I think you're right. As fast and furious as starship combat is, it's hard to imagine an admiral being able to command a ship and still keep an eye on the tactical situation of the fleet as a whole. We saw an example of that in "Yesterday's Enterprise", when Picard had to fight off a squadron of Klingons while also looking out for the Enterprise C.
