We've already established that mating between races requires a certain amount of bioengineering, which means a hospital. So it's clear that Tarses' grandfather did pass himself off as Vulcan.
If he were an "official" defector (which is what I am sure Luke meant), he would have been watched by Starfleet, and a background check would have turned this up. Therefore, he must have been an "unofficial" defector. Which means smuggling himself across the border with false identity papers. This explains why Tarses' offense was so serious, because otherwise I can't see how simply lying on your application would be.

I've had interviews where they make it clear if you lie about anything on your application, it can result in you being disqualified from consideration. So I understand why that could be serious. As for his grandfather, I would think there could be a number of different explanations. It seems entirely possible his grandfather never went to close to the martian colonies (where it seems Simon was born). It could have been one of his parents that moved there and claimed to be half Vulcan. I'm sure there are other possible explanations that are escaping me.

About the use of Betazoids in criminal investigations... I'd have to ask how does an empath know that someone is lying? Obviously he doesn't know what Tarses is lying about, so I would assume he's just detecting uneasiness or anxiety that he associates with an untrue statement, acting pretty much like a "lie detector" machine. But lie detectors are so unreliable, they can't be used as evidence.

Kind of reminds me of the Russian spy problems in the sixties. It never found any real ones, but just destroyed normal peoples lives. I though we would learn from that. But i see now with so called terrorists everywere, that we have not.

I'm not really sure how a Betazoid senses some one is being deceitful or hiding something. The Betazoid in a given scene says they sense deception or truth or emotions. They never explain how this works. From STNG they do show verbal telepathy between Troi and her mother. From what I can tell it's very different than Vulcan telepathic abilities!

But i see now with so called terrorists everywere, that we have not. That's why the conversation between Picard and Worf at the end is so great. As Picard points out, this is a price we pay for having a free society.

When we see Lwaxana and Deanna, we get the impression that telepathy is just one step below talking. They are "sending" thoughts back and forth, but clearly there are still thoughts that they can keep to themselves if they want to. Wouldn't you think all minds have more than one layer? So many times we've seen Troi say something like, "He's hiding something, but I can't tell what."
