Dr. Crusher's medical smock has pockets. There certainly are situations in which pockets would be more efficient than utility belts. I think the point is that in the 23rd century, people seldom had need to carry small items like loose change, keys, and so on. So pockets in ordinary clothing became redundant.

Plus you cant put your hands in your pockets if you dont have them. Pockets I mean.
