War with the Klingons has just broken out, and the Enterprise is ordered to secure the planet Organia, which happens to be in a strategic location. The trouble is the people of Organia are apparently a peaceful iron age culture, and they have absolutely no interest in joining either side, nor even in resisting the Klingons when they do arrive.
Here we are, nearly at the end of Season One, and would you believe this is the First Time we've ever heard of Klingons?

Incredible as it may seem. And did you notice Kor is wearing a gold baldrick, just as Worf does, only his is on the left shoulder.

Yes sir. And I notice not many Klingons from TOS wear them. At first I though it was a rank insignia, but you notice Koloth DOESN'T wear one in The Trouble with Tribbles.

That's true. But Kang wears one in "Day of the Dove". I think we speculated once that it has something to do with Klingon history. Certain Klingon families are allowed to wear it, but not others.
But getting back to the Organians... why do you think the Federation was about the put aside the Prime Directive?

that's a good one. Even if the Klingonswere about to invade, i would think that overhauling their whole society would be a tad much. They might station a fleet there to protect them without their knowledge, but actually contacting them would still be a violation of the PD wouldn't it?

The whole point of the Prime Directive is to prevent cultures from being tampered with, to allow them to develop in their own way. The Klingons would certainly have tampered with them, so I suppose this was a case of chosing the lesser of two evils.

There were other times they delt with less advanced cultures, like Capella.

Yes, in "Friday's Child", they negotiated with the people of Capella IV for topaline, and they offered them advanced medical techniques. Presumably they wouldn't have given them anything like weapons technology, which the Klingons were offering. Then in "A Private Little War", Lt. Kirk had lived with Tyree long enough to become his blood brother. But again they weren't offering advanced technology.

Yeah the Capellans, the guys with the throwing weapons. You reckon this planet must be in that border region that the Organians set aside so that the Federation and Klingons had to negotaite?

I had never thought of that, but you're right. If the Klingons were there as well, the planet must have been inside the Organian neutral zone. I was going to suggest another possibility, that contact had inadvertently been made, possibly by a civilian vessel, and an exception was made for that reason. The main point of the Prime Directive is not to interfere with their natural development by giving them advanced technology. I can imagine scenarios where you give them LESS advanced technology.

If they were goint o use the planet as a base they'd have to have people on the ground. I guess they'd have to tell them they were from an advanced planet in that case. But they could stell be careful not to give them tehcnology they weren't ready for.
