I would base them more on Humans... they would strive to better themselves. Regarding pain, I think they would have that choice. Maybe to fit in with the "organics", if they would leave, and venture outwards from their home. I personally see it as a rite of passage so-to-speak, as a way to show how other race's are. I see them basing their existence on Mortals. I see them being organic for the most part... Maybe more diverse them a star-fleet ship. But they would base their lives on organics. As they were based when they were made. If one was Klingon, then they would have some aspects of a Klingon. same with what ever race they were. I think they would feel a wide range of emotions. Hell look at what emotions have made Humans do. The Vulcan's stifled their emotions. The Klingon's feed on their own anger and hate. Their own language is semi-aggressive for crying-out-loud. Computers would be more Vulcan, but that's my opinion. I think they would also have somewhat of a collective conscious? Not like the Borg, but something to help learn complex things such as emotions. Things that can't be wrote down on in coding.
I think they would advance pass just simple mobile emitters. Computers would be more advanced then the humans that created them. Maybe they were doing research on other races and a Borg hologram escaped and made a collective? That collective would be like a virus... I don't think there has been any Borg holograms... I don't know, I like the natural disaster idea too. Could they have hacked into the Borg database to see how another race that the Borg may have assimilated stayed alive regarding a natural disaster?

Now you're touching on an interesting topic. Whatever their feelings are like would be purely according to the skill of whoever programmed them, whoever coded them. Only a Klingon would be able to properly program a Klingon simulation, right? If a human tried to, you'd just have a stereotype of what the human thinks Klingons are like. I was thinking that they were given a basic heuristic program and then let loose to evolve on their own. But as I said, I haven't really seen the episode you're talking about.
Here's another thing that I thought of. I don't know how philosophical you plan to get in this, but for a long time I've noticed a debate between Theists and Humanists on the subject of morality. Theists of course claim that people are basically evil, and they had to have morality given to them by some diety in the form of commandments or scriptures (programmed into them, in other words). While Humanists say that morality is a natural consequence of free will (evolved naturally, in other words). If you were interesting in this kind of argument, you could incorporate it into the story, depending of course on how deeply you wanted to get into it.

The Photonics were to a degree, heuristic. They were allowed to adapt for the Hirogen's need of a better prey.Regarding the philosophical aspect, I think Morals are heuristic to a degree. According to what Photonic's are, they are given Morals via subroutines by the ones who made them, But those can be changed over time by the one possessing them. In this case, it would be the Photonic. Soldiers fight and kill. Human Morals dictate this is wrong. But we still do it. Some Humans see it as needed. Morals can be justified and changed.In a community where they don't eat, sleep, die, etc. Morals would be unlike those organics hold. since death isn't possible in same capacity it is for Organics(although it is very possible), I don't think this Moral could be applied. Unless they were to hold it for other beings. I have ideas regarding possibles commandments and ways to teach certain Morals to the people of the Photonic race. Let me know if you interested. Also, at the end of the episode, the Female Photonic and the Hirogen engineer left in the stolen ship with the entirety of the other Photonics in the database. Meaning that they still exist. Minus Iden, of-course lol. I was thinking, maybe they return? If not they, the She does with the other Photonics? This would be to establish their home, as they say nothing more of the Photon Generator. I am assuming they(Voyager and the Hirogen) have no need for it so they left it upon the planet surface.
Also, I don't fully agree with you on the stereotype thing, Yes they would if they spend no time around them. But if a Vulcan spent years around them, he would more of an expert then anything else. So that Vulcan could make a realistic/decent Photonic of a Klingon. Feelings, like skills, can be developed.

Have you watched the episode yet? I sent you a PM with a link to it. The facility they were in contained areas that were the equivalent of holodecks. They transferred to a ship that possessed Holo emitters. On the planet they would have the generator.

I think it might just cover a few miles maybe. They can build more, they built the one they possessed. They would just position them so they overlap a bit. Also, if you remember the holo-decks on the ships, they give the illusion of not being confined. Their's an episode on Voyager, where the Doctor made a Holo-Novel. It took place on multiple areas of Voyager.

I think they would at the same time Their all force-fields and Photons. But if they become Independent, as we are talking about, then yes I agree, they would run themselves separate from the environment simulations.
