I personally think that re-unification would have went better during or after the dominion war, because the Federation and Romulans were Allys. Ambassador Spock would have had more time with the Romulan underground to make some changes/influence more Romulans in higher positions. I am not saying it would have worked, but would have had a better chance of being peaceful than ending in violence.

It could have worked given more time and being Allys in the Dominion war. The main problem is the many centuries of mistrust between the Vulcans and Romulans and their differences in ideology. Ambassador Spock was working on this issue, trying to teach the romulan underground dissident movement about Vulcan philosophy. Spock did say that it may take take some time, perhaps centuries for the Romulans to move toward a more Vulcan Philosophy, but that it would happen.

Re-unification between the Vulcans and Romulans could take a while. It may not happen for centuries, but I believe it will happen eventually. There will probably be some dissidents in opposition to re-unification. There is also an offshoot of the Romulans mentioned in one ep of STNG ( the gambit a 2 parter) when Picard was with pirates posing as an archaeologist. They are called the DeBrune. They separated from the Romulans about 2000 years ago. Not much is mentioned about them.
