I think a good start for a sucessfull re-unifacation story spanning a long time would start with the Dominion war and could last at least until the 25th century, but could take more centuries going in stages/levels of re-unifacation as there are a lot of issues and mistrust to be worked out.

Have you any speculation on how the Vulcans and Romulans got split off in the first place?

from what I know and understand, the Vulcan separation took place around the time of "Suruk", who is the founder of logic and suppression of emotions. They were very violent in these times and nearly destroyed themselves from wars. It has been suggested that some of the Vulcans left, rejecting the teachings of "Suruk" and became the Romulans. The Romulans could be considered ethnically different like humans have different ethnic/racial groups.

Vucans don't have ridges on thier forheads like most Romulans do. This may be because of diferent ethnicity.

Or because they separated so long ago, they drifted apart genetically. If that's the case, the Romulans must have been taken from Vulcan by some alien race, perhaps the Preservers we hear so much about in the Original Series.

Atoz. It is thought that the "Preservers" did take Vulcan's and put them on different planets, but it is well documented that the Romulans resulted from a separation that took place some 2000 years before the 24th century.

There is also an offshoot of the Romulans mentioned in one ep of STNG ( the gambit a 2 parter) when Picard was with pirates posing as an archaeologist. The Mintakans ("Who Watches the Watchers?") were also an offshoot of Vulcans, weren't they?
